How to make A TUTU?

I don't think it would be that hard to do without a pattern. You don't stiffen the netting, you just need lots of layers. It appears that the layer on top would be the longest, and each successive layer, a little shorter. I'm uming that if you're taking a textiles cl, you have basic knowledge of sewing. Gather the successive layers and attach to an elastic band. Good luck!
